Abu Jamil Faisel, MBBS, DPM, MPH: Dr. Faisel is a public health physician with more than 33 years of diverse experience with family planning, reproductive health, Essential Services Package delivery program, and improving quality of services in Bangladesh. This includes 9 years of working as a clinical service provider and trainer, and 5 years of working on clinical trial and introduction of new FP methods in the national program. He is a medical graduate with Masters in Public Health and a Diploma in Personnel Management. As the Bangladesh Country Representative of EngenderHealth Bangladesh, he now steers and manages a multi-donor funded program in Bangladesh, assigning priorities, allocating more than 40 professional and an equal number of support staff, and monitoring progress of 5 multi-dimensional projects. He works with public, private and NGO counterparts to improve the quality of and access to clinical contraception, Emergency Obstetric Care/maternal health, PAC, with particular attention to the transfer of skills and technology to the counterparts. Earlier in his career while working at Bangladesh Fertility Research Program, he was responsible for the introduction of Norplant as a new contraceptive method in Bangladesh. He served for 7 years as the Senior Medical Officer and then as the Training Coordinator in the largest NGO in Bangladesh performing more than 10,000 minilap and about 5,000 vasectomy procedures and training hundreds of physicians and paramedics from MOHFW and NGOs on surgical contraception. He has been instrumental in establishing training programs on clinical contraceptives, and other components of the Essential Services Package. He has worked with the representatives of MOHFW, NGO, national and international experts in developing service delivery guidelines and standards for FP and RH. He is one of the pioneer persons in Bangladesh who started working on the syndromic approach of RTI/STI case management and introduced into the NGO service delivery and public sector training program. He successfully provided TA to the public sector in setting up training programs on clinical contraception and RTI/STI case management for the doctors, paramedics and laboratory technician thus has the insight first-hand knowledge of the public sector. In the recent past, he was the President of the network of the NGOs working on issues related to HIV/AIDS called National Network on STI/AIDS. He has contributed in the development of the HIV/AIDS Manual for the NGOs, working with the government, NGOs and donors in developing strategies and national plans for HIV/AIDS. In his early days of his career, he worked as a clinical trainer and retains the skill of participatory teaching methodology. Currently works as an Adjunct Faculty Member of the Population Sciences Department of the Dhaka University for an evening Master’s degree program; adjunct Faculty in the MPH program of American International University of Bangladesh (AIUB) and State University of Bangladesh (SUB). Dr. Faisel in the past as the COP for the Quality Improvement Partnership led in introducing EngenderHealth’s package of QI tools and approaches in Bangladesh at 300 plus NGO clinics network funded by USAID. His QI skills are reflected in his open, facilitative and participatory management/ supervision style. He is highly proficient in working with the policy makers and has influenced in bringing changes in the minilap service delivery system, introducing the syndromic approach of RTI/STI case management, and working with the senior level officials of 15 Ministries other than MOHFW in mainstreaming HIV/AIDS prevention in their annual Workplan. He is strong enough in his negotiating skills, has thus diversified the Bangladesh office funding, and has attracted financial support from UNICEF, UNFPA, UNAIDS WHO and Packard Foundation. With his excellent leadership, he is now the President of the Public Health Association of Bangladesh, and Member of three national level technical committees constituted by MOHFW. He is fluent in English, Bangla and can speak only Urdu and Hindi.
